Tenders must reach GEAC no later than the peremptory deadline established by this Announcement, exclusively by registered mail from the postal service, express mail, authorized delivery agency, or by hand delivery, in full and rigorous compliance with the specific requirements and indications referred to in the Tender Regulations pag. 2 to 7.

Section II: Object of the Contract
II.1.1. Name given to the concession by the Contracting Authority: Open procedure
for the “Entrusting of ground handling services so-called full handling” at Cuneo Airport
Levaldigi.
II.1.2. Type of concession and place of execution of the service: Procurement of ground handling services.
For the detailed description of the specific characteristics of the services to be awarded, yes
refers to what is detailed in the Tender Specifications.
II.1.3. Brief description of the contract: GEAC Spa is a certified operator of the Cuneo airport which carries out its own ground assistance services referred to in categories 2-3-5-6 of Annex A of Legislative Decree 18/99 (certificate No. 132 of 09 / 3/21). As GEAC Spa certified lender, it has the right to qualify subcontractors, pursuant to art. 9, 10 and 13 of the ENAC regulation. The services that the contractor will have to perform are those described below, referable to the categories 2-3-5-6 referred to in Annex A to Legislative Decree n. 18/99 (Annex I to ENAC APTO2B circular of 22.11.2013):
II.2. Quantity or estimated total size of the contract: the amount of the assignment is estimated at a total of € 300,000.00 (three hundred thousand // 00). The estimate was made on the basis of the presumable costs deriving from the provision of services for the overall duration of the assignment. It should be noted that due to the characteristics of the sub-contract, the aforementioned estimate is to be considered as a “purely presumed” amount, gross of the ancillary rent (€ 36,000) for the lease of the areas. The sub-concession fee is to be considered as follows:

II.3. Duration of the contract and terms of execution: the duration of the contract is 36 (thirty-six) months
starting from the start of the execution, with the right of withdrawal by both parties at the end of
twenty-fourth month.

Section III: Legal, economic, financial and technical information
III.1. Conditions of participation:
III.1.1. Personal situation of operators, as well as information and formalities necessary for the assessment of the minimum participation requirements: the competitors, under penalty of exclusion, must be in possession of the following requisites:
a) absence of grounds for exclusion pursuant to art. 80 of Legislative Decree n. 50/2016; Page 3 to 7
b) absence of situations of incompatibility pursuant to art. 48, paragraph 7, of Legislative Decree n. 50/2016;
c) registration in the register of companies at the territorially competent Chamber of Commerce, showing that the company operates in the airport services sector (in the case of a registered office in one of the Member States, in the same register of the country of origin according to the information available in the register online certificates (e-Certis); in the case of a competitor based in a third country, signatory of the agreements referred to in art. 49 of the Code, this requirement must be demonstrated by sworn declaration or according to the procedures in force in the country in which it is established);
d) suitable bank references issued by at least two banking institutions or intermediaries authorized pursuant to
of the Legislative Decree n. 385/93;
e) overall company turnover in logistics services, achieved in the last three financial years
prior to the date of publication of the call (2017-18-19), for an amount not less than €
4,000,000.00;
f) Pursuant to art. 103, Legislative Decree 50/2016, the executor of the contract is obliged to provide a guarantee
surety in favor of GEAC, containing the waiver clause of the guarantor of the benefits referred to
Article 1944 paragraph 2 and 1957 paragraph 2 to guarantee the obligations assumed for an amount equal to 10%
(ten percent) of the contractual amount.

g) Be in possession or have started the process to become in possession of the Certificate of eligibility of
valid ground handling service providers, issued by ENAC for the performance
of activities in categories corresponding to those referred to in point 3 of the Tender Regulations (See Point
II.1.3.) Of this Notice;
h) In the last three years, having exercised the handling management activity in airports.
III.1.2 Legal form to be taken by the grouping of economic operators awarded the subcontract:
The participation of consortia and temporary groupings of competitors is allowed pursuant to article 3, paragraph 4-ter, of the law decree 10 February 2009, n. 5, converted, with amendments, by law n.33 of 9 April 2009. The art. 48, Legislative Decree 50/2016. In the case of participation in an ordinary group or consortium, the parts of the service that will be performed by the single economic operators gathered or consortium must be specified in the offer. The subjects and companies that participate in the tender in a Group cannot participate individually. They are also prohibited from participating in the tender in more than one Group.

Section IV: Procedure
IV.1. Type of procedure: open, below the Community threshold, pursuant to the combined provisions of
articles 36 and 60 of the Legislative Decree. n. 50/2016 and subsequent amendments
IV.2. Award criterion: sub-concession of services to be awarded on the basis of the criterion
of the most economically advantageous offer pursuant to art. 95 paragraph 3 of Legislative Decree n. 50/2016 and
according to the criteria set out in the announcement, in the specification and in the special specifications. The award will come
arranged in favor of the competitor who will have obtained the highest overall score, as a result
from the sum of the partial scores attributed to the Technical and Economic Offer, in the ranking
formulated by the Commission.
Evaluation criteria and respective weighting factors:
Technical proposal
A) Organization chart and technical-operational organization that will be present in the Airport for
the performance of the service, also in view of any traffic increases: weight 40;
B) emergency management procedures / operational criticalities: weight 30;
The awarding commission will adopt the motivational criteria:
to. In relation to the evaluation criterion referred to in lett. A. those offers will be considered better
that, in compliance with the minimum endowments of human resources envisaged by the regulations of
reference, provide for more suitable solutions to guarantee the possibility of coping
to any traffic peaks or any increases in traffic.
b. In relation to the evaluation criterion referred to in lett. B. those offered in
able to guarantee the correct performance of the service at any time, even in
function of the management of anomalies.
Economic offer
Criteria for evaluating the economic offer: the economic offers will be assigned a maximum of
30 points which will be awarded on the basis of the following mathematical formula
1) single percentage discount on the amount placed on the basis of the tender max 30 points
For the purposes of the scoring, the following formula will be applied:
Px = Rx / Rmax * 30
Where is it
Px = score to be attributed to competitor x;
Rx = discount offered by competitor x;
Rmax = maximum discount offered.
Final evaluation
The commission, having finished the attribution of the coefficients to the qualitative elements, will proceed, in
in relation to each offer, to the attribution of scores for each individual criterion according to the following
compensatory aggregative method. The score is given by the following formula:

IV.3.3. Deadline for receipt of offers: the envelope with the administrative documentation e
technique required for admission to the competition must be peremptorily received by 12.00 on the 30th
April 2021 by registered mail or by delivery agency
authorized or by hand to the following address: see point I.5.
IV.3.4. Usable language for submitting offers: all documentation must be
written in Italian.
IV.3.5 Minimum period during which the bidder is bound by his offer: the offer is
binding for 30 natural and consecutive days starting from the deadline for receipt of the
offers pursuant to art. 93, paragraph 5, of Legislative Decree n. 50/2016 and subsequent amendments
IV.3.6 Opening of tenders: the tender will be held in public session at the GEAC Offices on 30
April 2021, at 2.30pm.
Persons admitted to attend public sessions: can attend the opening operations
of the offers received by anyone who is interested in it. However, it is specified that they will be able to formulate
requests, observations and inclusion of statements in the minutes only those legitimated by law, e
that is, the legal representatives of the competitors or their delegates who will have to qualify by means of
presentation of a valid identity document and / or proxy in written form showing the respective
legitimation. Obligation, in case of award, to acquire the extension of the specification of
certification required by the ENAC APT 02 B Circular on Cuneo Airport, for the categories of
referred to in point 3.


Section V: Other information
V.1. Additional information: the evaluation of the offers will be delegated to one
Award commission appointed pursuant to art. 77 of Legislative Decree. n. 50/2016.
Charges to be borne by the successful tenderer: the costs relating to the publication of the tender and the notice on
results of the award procedure, pursuant to art. 216, paragraph 11 of the Code and Ministerial Decree 2

December 2016 (OJ 25.1.2017 n.20), are charged to the successful bidder and must be reimbursed
to the contracting authority within sixty days from the award. In case of subdivision
of the contract in lots, the costs related to the publication will be divided among the successful tenderers
lots in proportion to their value. The presumed amount of publication costs is €.
3.000,00. GEAC will communicate to the successful bidder the actual amount of the aforementioned expenses, as well as the
related payment methods.
The contractor is also responsible for all contractual expenses, tax charges such as taxes and
fees – including registration fees where due – relating to the stipulation of the contract.
The application form must be legalized with n. 1 revenue stamp of € 16.00. Yes
will proceed with the award even in the presence of only one valid offer, provided that it is considered
congruous and convenient pursuant to the Tender Regulations. In case of equal offers we will proceed to
draw pursuant to art. 77 of the Royal Decree n. 827/1924.
GEAC reserves the right to apply the provisions of art. 110 of Legislative Decree. n. 50/2016.
How to participate: the preliminary investigation is applied (art.83, co. 9, Legislative Decree no. 50/2016), with
peremptory term days. 3 to make, supplement or regularize the declarations.
Data processing: the data collected will be processed, pursuant to Legislative Decree n. 196/2003 and of the Regulations
2016/679, exclusively in the context of this tender procedure.
For anything not mentioned in this Notice, please refer to the Tender Regulations and the Specifications
Special.
V.2. Reservation of award: the Contracting Authority reserves the broadest right not to
give rise to the tender, to postpone the date or not to proceed with the provisional award and / or
definitive of the same without the competitors being able to represent any claim in this regard.
In such cases, the bidder cannot have any claim regarding the reimbursement of expenses incurred a
any title for participation in the tender procedure.
V.3. Reference legislation: Please refer to what is expressly provided for and governed by the
Legislative Decree n. 50/2016 and subsequent amendments, as well as by the provisions of the Special Specifications, from the present
Announcement and the tender regulations.
Reference is also made to the provisions of the RR.DD. 18/11/1923 n. 2440 and 23/05/1924 n. 827, however
compatible and applicable.
V.4. Procedures for appeal
V.4.1. Bodies responsible for appeal procedures: against this act it is possible
submit a judicial appeal to the Piedmont Regional Administrative Court, Via Confienza n. 10, 10121 – Turin, Italy,
Tel. 011-5576411 (Law 1034/1971 and subsequent amendments).
V.4.2. Presentation of appeal: 30 days to the Piedmont Regional Administrative Court.
